The Philadelphia Housing Authority’s 28th & York Apartments includes 55 new rental units, a surface parking lot, and improved streetscapes at the development’s frontage streets in the neighborhood of Strawberry Mansion. Thirty-six units in the multi-family building back onto a shared courtyard, with a shared community room opening onto the landscaped parking lot.
